Welcome to your monthly update from Surbon Consulting, rebranded as the Surbon Signal. In this issue, we’re exploring the hot topic of Artificial Intelligence and its impact on transport bidding, sharing a curated mobility reading list, and highlighting upcoming industry events.
1.What Role Does AI Have in Transport Bidding?
Artificial Intelligence (AI) is rapidly reshaping how organisations prepare and submit transport bids—from automating research to accelerating document drafting. But how much of the bid process can AI realistically handle, and where does human expertise still make the difference?
AI is not infallible, as illustrated by this recent case study, but its adoption is accelerating. According to a 2025 Deloitte survey, 78% of infrastructure firms are experimenting with AI tools for bid preparation, with 62% expecting measurable productivity gains within the next year.
How AI is Making a Difference
- Rapid bid drafting: Generative tools quickly produce first drafts for method statements or case studies, saving teams valuable time.
- Clarifying terminology: AI excels at decoding complex contractual and technical language, aiding comprehension.
- Research & analysis: AI scans thousands of tender documents and identifies key criteria, potential risks, and competitor approaches.
- Proposal checks: Some platforms automatically review texts for compliance and consistency against client requirements.
A recent 2025 McKinsey Study found that AI-assisted bid teams can reduce preparation time by up to 30%. The UK Infrastructure and Projects Authority forecasts that digital automation could cut procurement cycle times by 20–40% in the next five years. For major transport bids—which typically take upwards of four months to prepare—even a conservative 10% reduction in time spent on searches and data extraction is significant.
Where AI Falls Short
Despite its benefits, AI cannot replace human writers for complex, high-value bids. Transport projects require narrative, judgement, and storytelling that align with client strategy and local priorities. AI struggles to capture the “why” behind an approach or the subtle value proposition and local knowledge evaluators seek. There are also ongoing privacy concerns, i.e. sharing confidential bid information with open-source large language models is not advisable.
The Human Advantage
For now, successful bid writing remains a partnership. AI provides speed and insight, but human teams deliver nuance, compliance assurance, and authenticity. As generative tools evolve, the balance may shift, but the winning formula will still rely on collaboration between human expertise and intelligent automation. AI is a powerful assistant—but not a replacement—in transport bidding.
